This disparity in departmental support leads to precarious situations, with a significant portion of homeless 18-25 year olds being former ASE recipients. The Court emphasizes the need for a basic standard of support across all departments to ensure equal access to public services and prevent "dry exits" into social and professional vulnerability. Recent legislation has aimed to extend support to age 21 for resource-lacking young adults.
